WASHINGTON - The head of the Philadelphia and Wilmington Veterans Affairs offices repeatedly invoked her Fifth Amendment right and refused to answer questions Monday night as members of Congress pressed her on an alleged scheme to get herself assigned to the job with less responsibility, the same pay, and a cost to the government of nearly $300,000 in relocation expenses.
